Issue 302679: [WebApps] 3rd party URL's from web app opens with glitches and blank screens

Issue description

Application Version:31.0.1560.8(Dev)
Android Build Number:KRT01 
Device: N4

Steps to reproduce: 
1. Go to any mobile app compatible page: news.yahoo.com/forecast.io
2. From menu-> select 'Add to homescreen'
3. Click on webapp shrortcut
4. Click on any 3rd party URL with in the webapp like Twitter->Follow link

Observed behavior: 
4. Twitter Url opens with blank screen and glitches for very short span of secs

Expected behavior: 
4. There should be no blank screen or graphical glitches

** Sometimes URL get stuck @ step4, nothing happens **
** If we add twitter as regular shortcut it works fine **
** Same issue observed on Nexus 7/KRS88G and New Nexus7/JSS15R **

Anything we could do here to soften the appearance of the URL bar?  Maybe animate the content view moving downward then resizing at the end of the animation?

Also if we tap H/W back after @step 4, graphical glitches and blank screen observed. Transition from 3rd party URL to webapp not smooth.

The graphical glitch looks related to what sievers@ is looking into.  Regarding the animation, animating it in smoothly isn't as easy because you have to sync up the SurfaceView with the Android framework.

Requesting a merge for #8, which relands #7.  #7 was reverted because a unit test was out of date, which was rewritten for bug  crbug.com/309187  and landed on trunk (with no plans to merge to M31) and is continuing to be expanded upon.

We have a similar issue in our application that only happens when you use the "Add to home screen" feature to add the application to the home screen. It seems that the issue happens randomly across different pages.

Some of the things we're seeing:

1. Blank pages
2. Screen freezes

Below I provided some version information about the device and chrome.

Chrome version: 31.0.1650.42
OS version: 4.2.2 Nexus JDQ39 
Blink version: 537.36
Javascript version: V8 3.21.18.4

It seems that something is killing the javascript execution on these pages early.

That seems like a different issue than this one.  Can you file a separate bug on that?
