Issue 2384: When the tabStrip has focus, switch tabs using mouse tilt wheel

Issue description

Product Version      : future builds

This is not a bug as much as a GUI request.  

My mouse has a scroll-wheel.  The wheel can tilt left and right.  

In Firefox, with multiple tabs open, I am able to click on a tab so that it 
gains focus (visually a box-marquee around its title), then I can navigate 
to adjacent tabs by simply nudging the tilt-wheel left/right.  With any tab 
selected, I can use the scroll-wheel to navigate up and down the page in 
combination with this tilt behaviour.  This works so long as I do not click 
anywhere inside the browser page, in which case the focus would become lost 
from tab to page.

This is very useful and would be great to see in chromium.

Hello everyone. I looked over this issue. It seems tilting  can generate either "App command event" or "horizontal scroll event". The first one is handled as "Navigating page back / forward". So I think switching active tab when it's horizontal scroll event is a possible implementation. If it sounds okay, I'd like to work on this. Please give me your opinions.

P.S
It seems Firefox navigates back and forward on app command and scrolls tabstrip on scroll.

Thank you sangwoo108. It sucks I have to boot into Ubuntu just to utilise this wonderful & browser enhancing experience. As an IT consultant any time I install Daniel Gatti's tool to complement such a feature (https://plus.google.com/115670442023408995787/posts/WYPqqk2j9UB) for a Chrome user on windows, they're amazed by the immediacy of their increase in productivity while multi-tab browsing. As one on HN eloquently said on the topic of tab hoarding: "TABs are "living bookmarks" for me."

Activate the next/previous tab on horizonal scroll

This CL allows us to use mouse with horizontal scroll function,
such as tilting wheel or separate wheel for h-scroll.

Hello, everyone! I'm happy to inform that a patch for this patch was landed. Peter helped me a lot. (Thanks, Peter!)

If tilting doesn't work as expected, please check out mouse driver setting first.

* When the active tab is not changed - Is tilting mapped to horizontal scroll? It might be mapped to "Navigate back/forth" 

* When the newly activated tab is not what you expected: too sensitive or it's jumping too far - Please check out horizontal scroll speed setting on the driver.
