Change description:
Provides web applications with scripted access to an IME (input-method editor) associated with a hosting user agent.

Changes to API surface:

Public standards discussion:

Support in other browsers: current (expected)
Internet Explorer: not supported (positive view)
Firefox: not supported (neutral)
Safari: not supported (neutral)
Opera: not supported (showed interest)

OS-* scope is for M29 (at least one platform, the other 2 might be a stretch goal for M29).

Hi Kenji, will this ship in M-29? Feel free to update to M-X if the timeline is unclear.

Priority is unclear at the moment, we won't be able to work on this for the time being.

Note: at issue 494856 , experimental W3C IME API code is removed from Chromium/Blink.
Once needs for the API pops up, we may revive or reimplement it.
