No movement in favicon

Issue description

Chrome Version       :4.0.201.1
Other browsers tested:
     Safari 4: OK
  Firefox 3.x: OK
         IE 8: Fail

What steps will reproduce the problem?
1. Enter in any site who use a favicon with animation(ex:55chan.org)
2. Look if the favicon is moving or static.


What is the expected result?
The favicon should move like a little animation.


What happens instead?
The favicon stand still.

i tried 55chan.org
in Safari the favicon also isn't moving, just like in Chrome and Opera.
in IE i only get the default IE favicon
it seems FF is the only one to show animated favicons.

IMO this feature is an annoyance but i am tagging this for further review...

Intentional.

Firefox' favicons are animated as an accidental side-effect of writing the whole UI in 
XUL.

Implementing this in Chrome is surprisingly difficult (we've discussed it before) and 
it's more annoying than useful anyway.
