Firefox importer does not work on 64-bit Windows build

The importer actually loads Firefox DLLs from the Firefox install directory. Since 64-bit Firefox hasn't made it past nightlies on Windows, I doubt that's a viable strategy. So, either we'll need to write a special purpose process for this, or find a new strategy.

Disable Firefox password protected profile tests on Win64 build

When reading a password protected profile, the importer loads
the NSS libraries for the currently installed Firefox. Since
those are 32-bit libraries, they fail in the Win64 build.

I'm inclined to WontFix this, since it's a corner case that would require quite a bit of code. In either case, I don't think it should block the win64 release.

As an owner of sorts for the importing code, I don't think it's appropriate to WontFix this.  Not blocking the release on it is probably reasonable, though.

CC'ing a couple of folks who've previously worked on the importer code who aren't auto-cc'ed.

It looks like the Firefox importer is working from 32-bit Firefox to 64-bit Chrome generally (I just grabbed bookmarks). However, password importing is still broken and  bug 592239  has more information about that. So I'm going to dup this one into the newer bug.
