Unwanted floppy access

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/537.30 (KHTML, like Gecko) Chrome/26.0.1403.0 Safari/537.30

Steps to reproduce the problem:
Run Chromium browser

What is the expected behavior?
No floppy disc drive access

What went wrong?
Upon opening Chromium browser the empty floppy disc drive starts working for several seconds with illuminated LED

Chrome version: 26.0.1403.0  Channel: n/a
OS Version: 5.1 (Windows XP)

Problem existed already for a short period in some earlier versions of Chromium - see  Issue 153763 , ceased after other users reports and updating to 24.0.1296.0. Since approximately 10 days - I regularly keep updating the Chromium browser with your newest releases  - exactly the same problem/behaviour is present again

Do you also see this behavior with other browsers? Is this only when you launch Chromium?
It's not a big problem, just strange. When I launch Internet Explorer 8 it has no effect like this, only with Chromium. ;) 
I can also confirm this behavior.

This is reproducible in current Beta on Windows XP, Windows 8

You are probably looking for a change made after 178891 (known good), but no later than 178931 (first known bad).

Thanks for this report. Did it work fine in 25, and then start again in 26? (Narrowing it down)
It works good in 25.0.1364.152 (Official Build 185281) m on Windows 8
 Issue 180433  has been merged into this issue.

One more question. Does it misbehave on the canary build? ( -- you can install it separately and it won't interfere with your existing profile or settings).

This is reproducible in 27.0.1436.1 (Official Build 187260) canary on Windows 8

Merge rejected for now.
We're going to revert 178903 and find the right solution for M27.
This is working good in 27.0.1439.0 (Official Build 187789) canary on Windows 8. It doesn't spin floppy drive on startup.
