GAIA screen is stuck when using a wrong proxy

Issue description

Chrome Version: 25.0.1347.5
Chrome OS Version: 3337.1.0
Chrome OS Platform: All Platforms
Network info: Wifi

Please specify Area-UI

Steps To Reproduce:
1. Connect to a proxy required network and provide the wrong proxy.
2. Add a new user in the Login page.

Expected Result:
We should get a "Currently Offline" screen.

Actual Result:
CrOS sits in the GAIA screen with a spinner and never times out. This screen stays even when we change the network to an open network like GoogleGuest. (shown in screenshot)

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
We have to cancel adding a new user and change the network or provide the correct proxy from the login screen.

Please provide any additional information below. Attach a screen shot or
log if possible.
