Blur CSS3 Filter Effect does not blur outside the bounds of the div

Issue description

Chrome Version       : 23.0.1271.64, 25.0.1326.0 canary 
OS version               : Mac OS X 10.8
Behavior in Safari 6.0.2: Works correctly
Behavior in Chrome for Windows: Does not work

What steps will reproduce the problem?
1. Open attached ChromeBlurBug.html

What is the expected result?
Both boxes will blur and look the same.

What happens instead?
The top box's blur will not extend outside the bounds of its div.  The only difference between the two boxes is the top one has the "-webkit-tranform: rotateY(0deg)" hack to force the graphics accelerated render path.

This affects Tumult Hype <>.

Able to repro this issue on latest Canary 25.0.1326.6 on Mac 10.8.2

Not a regression,issue existing from M20 build.
