Bookmarks bar context menus disabled on first open of bookmark manager

Issue description

Chrome Version       : (Official Build 19705)
OS + version : Ubuntu 8.04 
CPU architecture (32-bit / 64-bit): 64-bit
window manager : Gnome 2.22.3
URLs (if applicable) :
Behavior in Firefox 3.x (if applicable):
Behavior in Chrome for Windows (optional):

What steps will reproduce the problem?
1. Open bookmark manager
2. Right-click on the bookmarks bar

What is the expected result?
context menu "reorder by title", "add Page", "add folder" should be enabled.

What happens instead?
The menus are disabled. I have to click on the other bookmarks folder and
click again the bookmarks bar before the menus are enabled

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

I'm not seeing this. Can you screencast it?

thanks for the recording, that clears it up. Fix forthcoming.

Changed paths:

Knock out a couple more TODOs from the bookmark manager.

TEST=edit the name of a folder; it should update in the left pane. Add a new bookmark URL; it should show up selected in the right pane. Also, see bug
