HTML5 Application Cache and Incognito size constraints

UserAgent: Mozilla/5.0 (Windows NT 6.0) AppleWebKit/537.4 (KHTML, like Gecko) Chrome/22.0.1229.94 Safari/537.4

Steps to reproduce the problem:
1. Open a Chrome's incognito window.
2. Open Chrome developer tools. Switch to Console tab.
3. Access to http://weilou.me/.
4. You will see the error info. "Application Cache Error event: Resource fetch failed (-1)"

What is the expected behavior?

What went wrong?
You will only see the error info in incognito mode. In regular mode, you will see that all the files required by HTML5 Application Cache API can be successfully downloaded.

When will this bug be fixed?

This bug needs to be confirmed and fixed.
This bug needs to be fixed ASAP.
I get new error info: Application Cache Error event: Failed to commit new cache to storage, would exceed quota

Fix it.

I'm not getting "error -1", but rather a message about the AppCache quota being exceeded.  Given that incognito doesn't persist anything to disk, by design, this is probably expected behavior.
Some day you guys will say it's also an expected behavior when google.com can't be opened.
Incognito appcache functions, but is very limited in size, ~10MB total for the incoginito session. On the one hand we want the feature to work incognito so content wouldn't be able to detect when running incognito. On the other hand it makes less sense to have appcaches at all since incognito sessions are very transient, we considered having it not work at all in incognito.

So it functions but is very limited.

All the data is stored in memory (not counting an os swap file), the 10M is an arbitrary value, but what value should be there? Some value has to be there given the in-memory-only storage requirement. Whatever it is will be too small for some appcaches.
