Issue description

Chrome Version: 24.0.1305.0
Chrome OS Version: 3083.0.0
Chrome OS Platform: All platforms
Network info: Wifi

Steps To Reproduce:
1. Login and check the settings page.
2. The "Allow proxies for shared networks" field is enabled by default.

Actual Result:
This field should not be enabled by default.
