GASP identified a regression on
  Metric: Net.HttpJob.TotalTimeCached
  Platform: win
  Channel: dev
  Version: 24.0.1290.1

Googlers can see graph at
http://uma.googleplex.com/timeline/#metric=Net.HttpJob.TotalTimeCached&platform=win&channels=dev
https://uma.googleplex.com/timeline/#metric=Net.HttpJob.TotalTimeCached&platform=mac&channels=dev

Looks like it occurred between 24.0.1285.2 and 24.0.1288.0. Changelists in that window:

This issue has already been moved once and is lower than Priority 1,therefore removing mstone.

This is probably too old to do anything about at this point
