Good files are reported as malicious

What steps will reproduce the problem?
1. Enter URL into address bar or follow it from http://laacz.lv/apostrofs/.

What is the expected result?

Safe download of file.

What happens instead?

Google blocks download, telling that "apostrofs-punkts.zip appears malicious".

I've started receiving reports from users about a week ago. This is really annoying, since this file contains Latvian keyboard layout installer for Windows (generated by Microsoft Keyboard Layout Creator), which is extremely popular in Latvia. Now users are being warned as if this file was malicious, which is not true. First mentioned file has not been changed since 2007, second one is a new build made today. I've scanned file (and it is being scanned continuously) with every available anti-virus and malware scanner, and nothing is being reported.

Reasoning behind filing a bug, not posting to product group, is that there has been no solution whatsoever. I really hope this is a bug, not a unavoidable and unfixable feature...

File is good. Google please fix this.
File is NOT malicious. Its free software to write Latvian special characters.
No problem downloading with version 21.0.1180.89 (154005) on Arch Linux. This issue seems to be related to OS (or antivirus).

It's false possitive. 
Only one antivirus (first time I hear about that Antiy-AVL) in list is not enough.
Clean files.
