Issue 144253: REGRESSION: Certain websites' favicons not showing on tab buttons

Issue description

Chrome Version       : 23.0.1242.0 2012-08-22
OS Version: 5.1 (Windows XP)
URLs (if applicable) :https://www.facebook.com http://www.bbc.co.uk/news/uk-scotland-tayside-central-19334978
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5: OK
 Firefox 15.0: OK (Beta)
 Firefox 16a2: OK (Aurora)
 Firefox 17a1: OK (Nightly)
          IE8: Half OK (Facebook) / Half FAIL (BBC)

What steps will reproduce the problem?
1. Navigate to either of the above URLs
2. Look at the favicon on the tab button. 

What is the expected result?

You see either a Facebook logo or BBC logo, respectively.

What happens instead?

You just get the standard "Blank Page" icon

Please provide any additional information below. Attach a screenshot if
possible.

The Google Code website and the DuckDuckGo search engine show the favicon, so it only affects certain sites.

Gmail fails for me, as well as my personal web site, but it is only some of the bookmarks to my personal web site, not all, even though they all reference the same favicon file.

Just noticed something: On the same computer, Chrome Dev (22.0.1229.12) Works, whilst Canary (now 23.0.1243.0) doesn't

Peter, could your historydb change cause this? Do we need to force a db cache eviction or something?

(This seems to be m23 only; my stuff is all merged to m22 which seems to not have this issue.)

Unable to repro this issue on Latest Canary#23.0.1243.2, Latest Dev#23.0.1243.2, Latest Beta#22.0.1229.14 and Latest Stable#21.0.1180.83 on Windows7 machine.

Need to confirm with Win XP machine.

@Prudhvi, could you please verify this on XP machine?

Windows XP, Chrome 23.0.1243.2 dev-m, problem experienced today with me [last update of Chrome Dev?] in Gmail [sometimes] and YouTube favicon.

This problem can be consistently reproduced in this way:
1) Go to www.google.com/images, www.google.com/abcd
2) Modify the 'last_updated' field from the favicon_bitmaps table www.google.com/abcd and set it to 0.
This pretends that neither of these pages was visited in a long time and requires the favicon to be redownloaded from the web.
3) Visit www.google.com/abcd
4) Now visit www.google.com/images
Notice that the blank page favicon is used for www.google.com/images

Okay, When 23.0.1243.2 Dev (was canary 1-2 days ago) was released, the problem went away in Dev, whilst in the same canary version, it doesn't (unless in Incognito).

Today's update on Canary (23.0.1244.1) still fails. Also, going into chrome://favicon/facebook.com also shows the blank page favicon.

This problem is NOT fixed with 23.0.1246.0 under Mac OS 10.6.8 on my
system, alas. Do you need a screen shot?

Note that bookmark favicons should fix themselves only once you actually visit the site.
