Issue 144048: Last-used cloud printer treated as local printer

Issue description

Version: 22+
OS: ALL

A cosmetic problem is that if the last-used printer was a cloud printer, then the next time the user opens the print preview, the printer's name shows up as its ID (e.g. -34243543253253) instead of it's display name.

A more serious problem is that it creates a call to the OS asking for the capabilities of the requested printer. On windows, this causes the call to block putting the print preview dialog in a irrecoverable state. On linux, this causes the print preview to continue operating, but with the cosmetic issue explained above.

This issue is only concerned with if your last printer was a cloud printer. Vitaly is working on the local printer counter part to this.

and OSX 21.0.1180.82

1. Using 21.0.1180 "Save To Google Drive". It succeeds.
2. Open preview again.

Expected:
  Preview window shows "Save To Google Drive", preview available.


Result:
  Preview window shows __google__docs as last printer. On both Windows and Mac preview hangs. Printing does not work until next chrome restart.

Problem is that I reverted behavior of 10825256 to fix 144056 by CL https://chromiumcodereview.appspot.com/10867004

We need to check  http://crbug.com/140044  with all patches.

@tttongli Just switch to dev channel. Do you want to build Chrome? Print preview is part of Chrome, and you likely has no access to some part of source code.

I'm not a developer, but I'd like to point out that this problem existed previousely in chrome version 20.?? on all windows machines.  Our chromeboxes and chromebooks do not have this problem.

Kent, you're probably referring to  issue 140044  where print preview failed for local printers.  This issue has different symptoms; it's triggered by printing to cloud print.  Ironically, this issue was caused by a rushed fix for  issue 140044 .

There is a fix in testing on the beta channel which we hope to release to all users soon.
