Issue 142402: H.264 H/W video decoding on Windows 7 and above may be related to increased gpu process crash rate

Issue description

The crash stacks don't seem to reveal much. We need to verify if the recent upticks in gpu process crashes is related to H/W video decoding turned on
by default for Windows 7 and above

Status: Fixed
FTR, the first canary that had HW decode disabled (by r151329) was 23.0.1235.0, and the last one that had it disabled is 23.0.1238.0.  The first canary that should have it re-enabled (by r152086) will be 23.0.1239.0.

kerz: no; all the CLs involved were post-branch-cut, and none were merged to the branch.
(the original suspicion was directed at a canary's stats, not dev)

I should also have said in my revert commit: the originally-alarming elevated gpu crash rate came down *before* this feature was disabled, and disabling it didn't seem to have an effect on the gpu crash rate.
