Issue 142172: Turn off TLS 1.1 in Chrome 21 Stable

Issue description

The TLS 1.1 support in Chrome 21 breaks SSL client authentication
with IIS. This problem has been reported in the following bug reports:

1.  Issue 141629 
2. http://code.google.com/p/chromium/issues/detail?id=130293#c94
3.  Issue 130883 ?  Everything matches except the Chrome version numbers
(Chrome 19 and 20, which don't support TLS 1.1).

The fix for this problem requires more testing. I propose that we
turn off TLS 1.1 in Chrome 21 Stable.

Turn off TLS 1.1.

This change is intended to be merged to the 1180 branch for
Chrome 21 Stable. On the trunk this change is only temporary
and will be replaced by a fix for  bug 141629 .

My change r151198 is now live on the Canary channel in Chrome 23.0.1234.1.

I'd like to request that r151198 be merged to the 1180 branch for Chrome 21 Stable.

Note: for Chrome 22 Beta, I will request to merge a real fix for  issue 141629 .
