All pages are blank on Windows Server 2003 SP2 x86

Issue description

Chrome Version       : <Copy from: 'about:version'>
URLs (if applicable) :
Other browsers tested:
  OK: Chrome 21.0.1171.0
  FAIL: Chrome 21.0.1180.0 or above

What steps will reproduce the problem?
1. Run Chrome 21.0.1180.0 or above on Windows Server 2003 SP2 x86 RUS
2. All webpages are blank

What is the expected result?
Normal web content browsing

What happens instead?
All pages are blank

Please provide any additional information below. Attach a screenshot if
possible.

It's not Win XP, it's Windows Server 2003.

We don't have Windows Server 2003 m/c for us to test and reproduce the issue. 

I am unable to reproduce it on Win7.

This change is wrong either way, since it breaks stuff like "IsXPSP2OrLater()" 

xp32 and xp64/2003 are different enough that they should not use the same define.

Status: Started
I'll bring back VERSION_SERVER_2003 from the ashes of r142539.
Tried to install Windows Server 2003 using CD and shows message 'check for viruses on your computer'. This text is seen on both non-corp machines.

Tried to install from USB(.exe file, choose USB as primary in BIOS)) and both the machines cannot detect USB device. It boots up default OS. 

Tried to create Windows server 2003 virtual machine using VM Player but failed.

Let me know if you have any other options.

Status: Fixed
Fixed in Chrome > 22.0.1202.0.

To verify, I installed 32-bit Server 2003 in a VM (Hyper-V FTW), applied SP2, installed 1202 and observed that it didn't work, then installed a pre-build of 1203 and observed that it did work.
Yay!

Make sure to get this merged to M21 since this is an M21 release blocker.
