CloudPolicySubsystemPolicyTestInstance occasionally hang under Heapcheck

Sometimes other tests time out, but this may (or may not) be caused by them being ran after CloudPolicySubsystemPolicyTestInstance tests (or all of them being ran after some other test that corrupts the global state)

Looks like this is effectively caused by  issue 132867 . Will need to check after that's fixed.
The fact that these CloudPolicySubsystem tests run quite some stuff and cause lots of allocations/deallocations seems to agree well with glider's comments on the other thread regarding the heap checker spewing a lot on malloc.

I'm not going to let this bug linger until  issue 132867  is resolved.
