Mouse Move Events blocked until Mouse Lock exit instruction bubble clears.

Issue description

Version: 21
OS: Mac

What steps will reproduce the problem?
1. Open a test page such as: chromium/src/chrome/test/data/fullscreen_mouselock/fullscreen_mouselock.html
2. Go fullscreen
3. Lock the mouse
4. Accept the dialog at top
5. Move the mouse, see movement data being received by page.
6. Press ESC
7. Lock the mouse without going fullscreen

What is the expected output? What do you see instead?
Expect mouse movement events to work immediately. They do not, they are blocked until the exit instruction bubble clears.
