Issue 124580: HTTP URLs containing username and password no longer work in M19

Issue description

Chrome Version       : 19.0.1084.30
OS Version: Linux (Xubuntu 11.10)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
  Firefox 10.x: OK
  Chrome 18:    OK

What steps will reproduce the problem?
Via bookmarks:
1. Make a bookmark containing the URL above
2. Go to bookmark in a new session from Chrome cold start.
   (This is to ensure no cached auth is being used.)

Via direct pasting:
1. Paste the URL above into a new session from Chrome cold start.
   (This is to ensure no cached auth is being used.)

What is the expected result?
URL's credentials are used to authenticate

What happens instead?
Username/password dialog pops up; URL's credentials are ignored

This is tested here with a HTTP URL. Also occurs with HTTPS URLs, but does NOT occur with FTP (those URLs work fine).
