Weird behavior when switching from Chrome fullscreen to NaCl Fullscreen

Issue description

Windows 7 64 bits / pepper 18 / chrome 19.0.1054.0 

You can easily reproduced this issue with the sample fullscreen_tumbler.
1 - Go to chrome fullscreen by pressing F11, chrome says "You have gone fullscreen"
2 - Press Enter to go to NaCl Fullscreen, chromes says "localhost is now fullscreen", it seems ok but it's not: the nacl-module is not really fullscreen, it's just zoomed in the page
3 - you're now stuck in a weird state were you can't go back to NaCl Fullscreen anymore (after pressing esc) but the nacl-module remains zoomed.

What is the intended behavior? Should we allow switching to NaCl Fullscreen mode while in Chrome Fullscreen mode.

Please note that the only reason I'm using NaCl Fullscreen is that I need mouse lock. I think mixing both fulscreen modes is very tricky for the user (and the developper ^^).

Verified in Linux 18.0.1025.39, NaCl only issue, not appearing when running JavaScript fullscreen e.g. from

This appears to be a logic issue with NaCl and how the element size is modified. The browser / tab full screen state changing works as expected. The NaCl element fails to shrink back to it's original size. (It does shrink when entering/exiting full screen without browser full screen).

Verified on Windows (19.0.1062.0 canary).

In the debugger, it looks like the plugin logic that decides if the plugin's transition to fullscreen is complete isn't working when Chrome is in fullscreen.
Darin and I have verified that this isn't a NaCl or Pepper problem, but rather the way Chrome goes into fullscreen mode. We have a simple HTML / JS test that reproduces this. Working on a fix.

Tested this on Win7/64 bit - 19.0.1077.2 (Official Build 128265)
Steps followed:
1. Opened the Full screen tumble example and hit F11 to enter browser full screen
2. Hit Enter --> Entered Nacl Full screen
3. Hit Esc --> Doesn't get the tumbler out of zoomed in state, but comes out the Nacl FS as per the info-bar shown --> Filed a different bug
4. Hitting Enter gets the tumbler out if zoomed in state.
5. Hitting Enter again takes the tumbler back in to Nacl Full screen.
