This could be a layout test with some additional layoutTestController methods to control indexeddb permissions.  In that case it would have to also be run as a ui_test so that shared workers could also be tested, at least until we have content_shell tests.

Alternatively it could just be a browser test that monkeys directly with the content settings permissions.
