Issue 112805: Stop sending the Accept-Charset header for every HTTP request

Issue description

Chrome Version       : 18.0.1025.4
OS Version: OS X 10.7.3
URLs (if applicable) : http://mathiasbynens.be/demo/accept-charset
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5: OK
  Firefox 10: OK
     IE 9: OK

Chrome is the only browser who still sends the Accept-Charset HTTP header for every request. You may want to consider removing it. See <http://hsivonen.iki.fi/accept-charset/>.
