Can't play a large number of audio elements concurrently

Issue description

Chrome Version       : 18.0.1010.0 (Official Build 117846) canary
URLs (if applicable) : http://pearce.org.nz/video/too-many-elements.html
OS version               : Windows
Network (such as Cable/DSL/Dial up etc): Cable
Audio/Video format (if applicable): MP3
Special chrome flags (if applicable):

Behavior in Safari (if known): Only one sound plays.
Behavior in Firefox (if known): Plays about 25 sounds, I just landed patches in Firefox to play all the audio elements (basically by queueing them). Will be visible in Firefox nightlies in a few days.

Video issue, Audio issue, both, neither? Only tested <audio>, I imagine <video> is also affected.

Flash or HTML5? HTML5

What steps will reproduce the problem?
1. Load http://pearce.org.nz/video/too-many-elements.html
2. Listen to a few sounds play, text will read something like "Received ended event for 41 of 1000 audio elements."

What is the expected result?
1000 instances of the sound should play, and the text should eventually read "Received ended event for all of 1000 audio elements."

What is the actual result?
Only a few sounds play, text will read something like "Received ended event for 41 of 1000 audio elements."

Any additional information (anything else which may help us debug the
issue)?
