Ctrl-Shift-Space swallowed when Chrome starts

Issue description

Chrome Version       : 17.0.963.33
OS Version: OS X 10.7.2
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5: OK
  Firefox 4.x: OK
     IE 7/8/9: N/A

What steps will reproduce the problem?
1. Open Chrome
2. Press Ctrl-Shift-Space in another application.

What is the expected result?
The key code be published to the application for handling.

What happens instead?
The application did not see the keys being triggered.

Please provide any additional information below. Attach a screenshot if
possible.
Restarting Finder fixes the problem temporarily.  Ctrl-Shift-Space works again in all applications.  Restarting Chrome then breaks the hotkey again.

OK, I included a lot of other additional information; but when I had this text included in the issue description, Google Code refused to create the issue.  Instead, it cleared my whole description and said "Please provide a description".  Buggy much.  Here's the additional information.

A good way to see key codes is with the Key Codes app from the App Store.  Here's a good way to reproduce it:

1. Start the mac.
2. Open Key Codes.
3. Type Ctrl-Shift-Space in the Key Codes window, you should see:
Key Down
Characters:	
Unicode:		0 / 0x0
Keys:		⇧^Space
Key Code:	49 / 0x31
Modifiers:	393475 / 0x60103
4. Start Chrome.
5. Go back to Key Codes and hit Ctrl-Shift-Space again.  You will see nothing appear.
6. Restart Finder (Opt-click the Finder icon)
7. Go back to Key Codes and hit Ctrl-Shift-Space again.  The keys are once again detected.
8. Restart Chrome.
9. Go back to Key Codes and hit Ctrl-Shift-Space again.  You will see nothing appear.

Note that this bug appears to have been introduced earlier than Chrom(ium) 17.

This is bug is possibly the cause behind this issue when using Java IDE "Intellij IDEA" and Chrome:

I have written a plugin that automatically restarts Finder every time Idea gains focus. That hack fixes the Smart Completion issue. Here it is -  https://github.com/harryhoppel/FinderRestarter or http://plugins.intellij.net/plugin/?idea&id=6896. Maybe you'll find it useful.
