Issue 2681: ChromeDriver doesn't differentiate "no such element" and "stale element reference"

Issue description

According to W3C WebDriver spec, get a known element [1] can return two different errors:

* If the element reference is unknown to the current browsing context, return error "no such element".

* If the element used to be valid but is now stale, return error "stale element reference".

The ChromeDriver implementation doesn't distinguish these two errors, and returns "stale element reference" in both cases.
